The penitent thief on the cross had faith and free will. The only reason why he is forgiven is that he was saying in his heart, "If I could go back in time I would have sought God and not the things of the world". Faith has always been there in him but he chose to use it only when all false hope was gone. He couldn't think of getting "rich" or "famous" anymore.
The chances are that most people trying faith someday, won't give up "hope"; they're going to keep misusing free will. Isn't that the reason why they choose "religion"? Because they have more important things to search for than Truth?
